It has been over one hundred years since the last shinobi war. The admirable Naruto and Sasuke's joined efforts defeated Madara and his joint army of Setsu clones. All was well after the great ninja villages started to feel a sense of peace as things started to calm down a bit.
However behind the scenes it seemed Madara was all but killed. And Kabuto managed to escape and survive all those years although he has never been seen or heard of after his disappearance.
In the end of the war it seems Kabuto's actions involving the Pure world were not to go unpunished. The Guardians of the Pure worldly Gate retaliated sending a small battalion to search for and destroy all those who tried or had ways to control and manipulate the Pure worldly gate.
